you gain nothing from a filter, just sound gains. From the other hand, open cone filters may damage the engine by letting bigger particles enter the combustion chamber and risking water permantly damage your engine by creating hydrolic pressure.

If chosen right, in some cars you gain throttle response.
 
Right, if sufficient water gets into the cylinders it can induce hydraulic lock, water isn't compressible, connecting rods are.
