Turbo cooler not working anymore

My turbo cooler, which always used to work well (I could hear it when turning off the car), now seems to stop almost immediately. It used to run for up to 40 seconds after shutting off, but now it only runs for about one second and then stops. Does anyone know what could be causing this?

Maybe the pump is stuck or barley stuck, these are often damaged when coming to a certain age.

Another reason could be that there isn't a need for working that long?! Not that hot?

I wouldn’t say that it’s stuck or anything, otherwise you would hear it in the 2 seconds that it does run. The strange thing is that this happened after a retune, but in the past two months, I haven’t heard it run for long anymore.
